The High Potential Individual (HPI) Visa is designed for recent graduates from leading global universities who wish to build their careers in the UK. It offers the flexibility to work, explore employment opportunities, or establish a professional presence without the need for prior sponsorship.
While the route does not lead directly to settlement, it provides a valuable pathway into the UK’s immigration system. Before the visa expires, individuals may be able to switch into another route that does lead to settlement. Applicants can also be joined or accompanied by their partner and dependent children.

What is an Administrative Review?
Administrative review forms an important part of the UK immigration framework, allowing applicants to challenge certain decisions made by the Home Office. Where an applicant believes that a decision on their visa application is incorrect, they may be entitled to request an administrative review. However, such a request can only be made on the basis that the decision was affected by one or more caseworking errors, as defined within the Immigration Rules. Upon submission of an administrative review request, the Home Office will reconsider the decision. This reassessment is conducted by a different caseworker or team from the one responsible for the original decision. If an error is identified during this process, the Home Office will amend the decision accordingly.

OVERVIEW
Eligibility Requirements
To qualify for a High Potential Individual Visa, applicants must satisfy UK Visas and Immigration (UKVI) that they meet the following criteria:
- Be aged 18 or over
- Have been awarded an overseas degree-level qualification within the
last five years
- Have graduated from an institution listed on the Global
Universities List at the time of award
- Demonstrate English language ability to at least CEFR Level B2
(upper intermediate)
- Have sufficient funds to support themselves without relying on
public funds
- Not have previously been granted permission under the Graduate
route, Student Doctorate Extension Scheme, or the High Potential
Individual route
- Provide a valid tuberculosis (TB) certificate, where required
Global Universities List Requirement
A central requirement of the HPI route is that your qualification must come from a university included on the Home Office’s Global Universities List.
Your degree must:
- Be awarded within five years of your application
- Be equivalent to at least a UK bachelor’s degree or higher
- Be issued by an institution listed at the time you graduated
The Global Universities List is updated annually and includes institutions ranked within the top 50 in at least two of the following global rankings:
- Times Higher Education World University Rankings
- QS World University Rankings
- Academic Ranking of World Universities
To confirm eligibility, applicants must obtain verification from Ecctis. This confirms both the level of the qualification and the date it was awarded.
If you have completed an eligible degree within the UK, you may instead qualify under the Graduate route.
English Language Requirement
Applicants must demonstrate English language proficiency across all four components: reading, writing, speaking, and listening, at a minimum of CEFR Level B2.
This requirement can be met in several ways, including:
- Being a national of a majority English-speaking country
- Passing an approved Secure English Language Test
- Holding a degree that was taught in English
- Having completed GCSE, A-Level, or Scottish Highers in English while studying in the UK
- Having previously met the English requirement at level B1 in a successful UK immigration application
Financial Requirement
Applicants must show that they have sufficient personal funds to support themselves in the UK.
In most cases, this means holding at least £1,270 in available funds. These funds must be held for a continuous period of at least 28 days, ending no more than 31 days before the date of application.
This requirement does not apply if you are already in the UK and have held valid permission for 12 months or more at the time of applying.
Switching into the HPI Route
It is possible to switch into the High Potential Individual route from within the UK, provided you currently hold permission under an eligible immigration category.
However, switching is not permitted if you are in the UK under certain routes, including:
- Visitor
- Short-term Student
- Parent of a Child Student
- Seasonal Worker
- Domestic Worker in a Private Household
- Permission granted outside the Immigration Rules
Duration of Stay
The length of stay granted under the HPI Visa depends on your qualification level:
- PhD or doctoral qualification – up to 3 years
- All other degree qualifications – up to 2 years
This period is fixed and cannot be extended under the same route
Conditions of Stay
The High Potential Individual Visa offers considerable flexibility.
Visa holders are permitted to:
- Work in most roles, including self-employment and voluntary work
- Seek employment without restriction on employer
- Undertake study, provided the course does not fall under the Student route
However, there are some limitations:
- You cannot work as a professional sportsperson or sports coach
- You are not eligible to access public funds
Extending Your Stay
The High Potential Individual Visa cannot be extended.
However, before your visa expires, you may be able to switch into another immigration route from within the UK. This could include routes such as Skilled Worker or Innovator Founder, provided you meet the relevant requirements.

If the answer is ‘yes,’ the Home Office typically issues a new decision which overrides the original decision. Your new leave begins the day your initial decision is withdrawn. You will also be refunded the Administrative Review application fee.

- Dependent children (under the age of 18)
